The DOT SAP program, or Drug and Alcohol Testing Safety Action Program, is an integral part of the U.S. Department of Transportation (DOT) mission to ensure that all employees, contractors, and subcontractors of the department comply with the federal regulations on drug and alcohol testing. The program is designed to reduce fatalities and injuries caused by drug and alcohol use in the workplace and to promote safe and productive workplaces.

The DOT SAP program was established in 1993 in response to several high-profile accidents involving the misuse of drugs and alcohol. The program is based on the concept of “Safety Action Planning,” which is the process of identifying and analyzing risk factors that are generally associated with drug and alcohol use, and establishing plans to reduce or eliminate those risks. The program requires employers to have a written program that outlines the employer’s policy on drug and alcohol abuse, as well as procedures for screening, testing, and training employees.

The DOT SAP program is administered by the Federal Motor Carrier Safety Administration (FMCSA). The program includes both pre-employment as well as random drug and alcohol testing of all covered employees. Covered employees include anyone who is operating a commercial motor vehicle (CMV) in the United States. This includes truck drivers, bus drivers, and any other person operating a CMV. The FMCSA also requires employers to establish procedures for reasonable suspicion drug and alcohol testing, as well as post-accident testing.

The DOT SAP program is designed to protect the safety of the public and the employees of the DOT by ensuring that employees who are operating commercial motor vehicles are free from the influence of drugs and alcohol.
