The program includes both pre-employment as well as random drug and alcohol testing of all covered employees. Covered employees include anyone who is operating a commercial motor vehicle (CMV) in the United States. This includes truck drivers, bus drivers, and any other person operating a CMV. The FMCSA also requires employers to establish procedures for reasonable suspicion drug and alcohol testing, as well as post-accident testing.
