What is a DOT SAP?

SAP Evaluation

SAP stands for Substance Abuse Professional. This individual is responsible for providing safety-sensitive employees with a SAP Evaluation when they are found in violation of the Department of Transportation’s (DOT) drug and alcohol regulations.

A SAP Evaluation is a comprehensive clinical assessment conducted by a DOT-qualified specialist. It is required by 49 CFR Part 40 for any employee who has tested positive on a DOT drug or alcohol test, refused testing, or otherwise violated DOT drug and alcohol rules.

The process includes:

  • An initial face-to-face evaluation
  • A recommendation for treatment and/or education
  • A follow-up evaluation to determine readiness to return to duty
  • Development of a Tailored Return-to-Duty (RTD) Plan
